On April 17, 2025, the Independent Countering Disinformation Centre (ICDC), with support from the Institute for War and Peace Reporting (IWPR), hosted a new edition of the ICDC Discussion Club at Europe Café in Chișinău. The session, held under Chatham House Rule, focused on the theme “Moldova in a Changing Security Landscape: Reorienting Civil Society’s Role and Cooperation Strategies.”
The event brought together representatives from civil society organizations, public institutions, international development partners, and the media to reflect on Moldova’s evolving security context and the critical role civil society can play in shaping strategic responses.

In addition, the session included the presentation of the Organizational Network Engagement Index, developed under IWPR’s regional “Building Resilience through Innovation and Collaboration” project. The index offers a new lens to assess collaboration among ICDC partners and map how networks of civil society actors respond to disinformation threats.
The event provided a much-needed platform for dialogue at a time when Moldova is navigating complex internal and external pressures. It underscored the importance of adaptive strategies, informed communication, and strong partnerships across sectors to defend democratic values and ensure long-term societal resilience.
